Lex specialis
The principle by which a sector-specific EU act displaces the equivalent NIS2 provisions when it is at least equivalent in effect.
The practical case is DORA for financial entities: where DORA covers ICT risk management and incident reporting, those NIS2 provisions do not apply. The carve-out operates provision by provision, not as a blanket exemption, and national transposition determines the detail.
