Art. 23(3)
Significant incident
An incident that has caused or is capable of causing severe operational disruption or financial loss, or considerable material or non-material damage to others.
The words "is capable of causing" matter: a contained incident that could have been severe is still reportable. Significance triggers the article 23 chain — early warning within 24 hours of awareness, notification within 72 hours, final report within one month.
